Meet the Team
Tina Curry,
EEO Officer
Tina Curry is the County of Los Angeles’ Equal Employment Opportunity (EEO) Officer and Principal Analyst in the Department of Human Resources Workforce and Employee Development Division. During her 15-year career, she has elevated the importance of EEO Programming and developed strategies, policies, and programs on diversity, equity, and inclusion matters. She has coached, trained, and counseled executives, senior leadership, and departments on federal and state compliance laws and regulations, and built DEI strategic plans that impact employees, workplace cultures, and vested stakeholders. She also has her heart set on her passion to transform individual stigmas and beliefs about diversity and the differences among each person by building awareness, empathy, and emotional intelligence within workplaces and in early childhood education. In all that she does, Tina tries to live every aspect of her life by “doing what is right and doing what is best,” and in that order.
Kendra Wiggins,
Senior Deputy Compliance Officer
Kendra has over 15 years of combined Human Resources experience in the non-profit sector and with the County of Los Angeles. In her role as the Senior Deputy Compliance Officer, Kendra is responsible for supervising EEO staff in the implementation of diversity, equal opportunity, and civil rights-related programs. Life experience has taught Kendra that things aren’t always fair, however these experiences have encouraged her to pursue a career that would positively impact underserved communities. A native of Los Angeles, Kendra received a Master of Arts degree in Negotiation, Conflict, Resolution and Peacebuilding from California State University Dominguez Hills. In her free time, Kendra enjoys reading self-help books that encourage her to keep an open mind and build on her skills of communication.
Christina Martinez,
Deputy Compliance Officer
Christina has 15+ years of experience working in human resources throughout Los Angeles County. In her position with EEO, Christina is responsible for training and development, instructional design, project management, and plays a vital role in DHR’s Signature DIAlogue Series. As a certified trainer with the Los Angeles LGBT Center, Christina is involved in transgender and gender expansive work dedicated to building inclusive and accepting work cultures for LGBTQ+ employees and constituents. Christina leverages her experience and creative talents to help engage employees and bring some much‑needed attention to EEO efforts and their impact on the workplace.
Donna Barrios,
Deputy Compliance Officer
Donna Barrios is a Deputy Compliance Officer with the Department of Human Resources, Equal Employment Opportunity Section. With over 20 years of experience in Equal Employment Opportunity conducting statistical analyses and Equal Employment Opportunity Plans for the County of Los Angeles. Donna believes that equality is not only a fundamental part of achieving opportunity for employees and job applicants it is about ensuring that every individual has an equal opportunity to make the most of their lives, abilities, skills, and talents. Donna is passionate about creating an inclusive and diverse workplace collaborating with County departments to examine and remove barriers to provide equal participation at all levels of the workforce.
Flavio Guzman Magaña,
Human Resources Analyst IV
Flavio serves as a DEI Specialist within EEO, where he designs and delivers training as well as helps implement new initiatives. During the 10+ years of his career, Flavio has worked with various schools, businesses, and non-profit organizations. Despite obstacles he faced as a first-generation, low-income, undocumented student, Flavio graduated Magna Cum Laude from California Lutheran University. As a Norman Topping Scholar, he graduated with a Master of Science in Social Entrepreneurship degree and a Graduate Certificate in Strategy and Management Consulting from the University of Southern California (USC), Marshall School of Business. He also completed the Racial Equity Leadership Academy at the USC Rossier School of Education. Flavio believes in the importance of community, learning, storytelling, and empowering people to share their authentic selves.
Laura Casillas,
Deputy Compliance Officer
Laura Casillas is the Deputy Compliance Officer for the Workforce & Employee Development Section, Equal Employment Opportunity Unit. With over 30 years of experience working for the county, 10 of those years conducting investigations at a departmental and county-wide level and 16 years of experience in EEO and Diversity training, Laura is a highly skilled and knowledgeable professional. Her passion lies in creating inclusive and equitable work environments for all employees, and she strongly believes that everyone should have the opportunity to thrive in their workplace. Laura’s dedication to promoting diversity and equity in the workplace has made her an invaluable member of the EEO team.
Patricia Calcetas,
Senior Personnel Assistant
As a Senior Personnel Assistant for EEO, Patricia Calcetas plays an essential role in analysis, research, administrative support and quality control for the entire team. Prior to her move to the U.S. in 2015, and subsequently joining the County in 2017, Patricia worked in the Asia Pacific region where she handled international development issues like involuntary resettlement, rights of indigenous peoples, energy access and more. She has earned a Bachelor of Arts degree in Anthropology and a Master of Public Administration degree with an emphasis on Public Policy. Patricia is passionate about social development and the work EEO does to advance policies and practices that create sustainable change for the benefit of all.
Sona Yesayan,
Human Resources Analyst III
Sona currently works as an Instructional Designer in the EEO Unit, where she develops training courses, micro‑learnings, and other educational material designed to increase equity and awareness Countywide. She has worked as an Instructional Designer for over three years and has two years of investigative experience with Performance Management where some of her cases included CPOE related matters. Her passion for social justice and equality inspired her to attend Loyola Law School Los Angeles where she received a master’s degree in Legal Studies with a concentration in Employment Law and Healthcare Law. Her educational background, personal and professional experiences inspired her to pursue a career that effects change and helps to create more inclusive and diverse workplaces across the County.
